Joint Statement from the Embassies of the United States, United Kingdom, and Canada in Mali on the
UN Report on the Killings in Moura

Bamako – May 12, 2023
The embassies of the United States, the United Kingdom, and Canada in Mali acknowledge the findings
of the recent UN report documenting the tragic events that unfolded in the village of Moura in central
Mali last year. We extend our deepest condolences to the families and loved ones of the approximately
five hundred people killed during this horrific act.
We express grave concern over the report’s conclusions implicating elements of the Malian Armed
Forces and Russian-backed Wagner Group (“foreign military personnel”) in documented crimes
including sexual violence, torture, and extrajudicial killings. We recognize the Malian transition
government’s fight against terrorism and commitment to protecting the interests of its people, including
the people of Moura, in its decisions and actions in accordance with its three principles. We encourage
the transition government to fully consider the recommendations outlined in the UN report, including
pursuing an independent, impartial, efficient, exhaustive, and transparent investigation as it seeks to
safeguard the life and liberty of its people. We urge the Malian transition government to promptly
release these findings and hold accountable those responsible for these appalling acts of violence.
We remain ready to assist the Malian people towards a path of healing, reconciliation, and rebuilding for
the affected communities.
